Manila NAIA to Raise Passenger Service Charge by 72% Starting September 2025

Manila Ninoy Aquino International Airport (NAIA) will increase its Passenger Service Charge (PSC) from ₱550 ($9.60) to ₱950 ($16.60) — a 72% hike — effective September 2025. The airport is operated by New NAIA Infra Corp. (NNIC), a private entity under a public-private partnership.


Why the PSC Is Increasing

NNIC states the increase is necessary to:

  • Fund modernization projects and improve passenger services

  • Align NAIA’s PSC with international standards

  • Support airport operations without burdening taxpayers

This marks the first PSC adjustment in over 20 years, despite NAIA handling over 50 million passengers annually, far exceeding other Philippine airports.


Exemptions

  • Overseas Filipino Workers (OFWs) remain exempt from international PSC charges under current regulations.


Criticism and Public Response

Consumer groups and travelers have criticized the steep increase, citing concerns over its impact on local and regional travelers. However, NNIC argues the fee is still one of the lowest in Asia and is applied only once per departing journey.


Airport Improvements Already Implemented

Since NNIC took over in September 2024, several upgrades have been completed, including:

  • Renovated restrooms and new air-conditioning

  • Repaired elevators, escalators, and gang chairs

  • Increased baggage trolleys and improved Wi-Fi and CCTV

  • Wider curbside lanes and a centralized TNVS hub

  • A dedicated OFW lounge

  • Automated parking, shuttle buses, and ambulances

  • Biometric passenger processing systems launching September 2025


Expansion Plans

Preparations are underway for Terminals 4 and 5, which aim to increase NAIA’s capacity. NNIC is also working on clearing surrounding waterways to reduce flooding risks.


Final Notes

Despite the PSC increase, NAIA's adjusted rates remain below inflation and continue to be lower than most major airports in the Philippines and Asia.
